Fed survey: US economy growing at steady pace

(AP) ? A pickup in consumer spending and steady home sales helped lift economic growth in October and early November in most parts of the United States, according to a Federal Reserve survey released Wednesday. The one exception was the Northeast, which was slowed by Superstorm Sandy.

Growth improved in nine of its 12 the Fed's regional banking districts, the Fed survey said. Growth was weaker in New York, Philadelphia and Boston ? areas where Sandy caused widespread disruptions.

The survey noted that growth improved despite nervousness about the "fiscal cliff." That's the name for automatic tax increases and spending cuts that could kick in next year if Congress and the Obama administration can't reach a budget deal before then.

Hiring increased in more than half of the districts. But manufacturing shrank or slowed in seven regions and was mixed in two others.

The report, called the Beige Book, provides anecdotal information on economic conditions around the country from October through Nov. 14. The information collected by the regional banks will be used as the basis for the Fed's policy discussion at the Dec. 11-12 meeting.

Many economists believe the Fed could announce plans to buy more Treasury bonds at that meeting to replace a program set to expire at the end of the year. The goal of the program is to lower long-term interest rates and encourage more borrowing and spending.

The purchases would come on top of the Fed's mortgage bond buying program, which is intended to lower mortgage rates and make home-buying more affordable.

Recent government and private reports show the economy improved in October and early November, even as Sandy halted business activity along the East Coast.

Employers added 171,000 jobs last month and hiring in September and August was stronger than previously thought.

Rising home values, more hiring and lower gas prices pushed consumer confidence in November to the highest level in nearly five years. A better mood among consumers appears to have encouraged businesses to invest more in October after pulling back over the summer. And it could point to a stronger holiday shopping season.

There are already signs that consumer optimism is leading to more spending. A record number of Americans visited stores and shopping websites over the four-day Thanksgiving weekend, according to a survey by the National Retail Federation.

Still, if lawmakers and the Obama administration fail to reach a budget deal soon, the threat of tax increases could make consumers more cautious in the final weeks of the year.

Many economists say worries about the fiscal cliff could be among a number of factors that keep growth in the October-December quarter below an annual rate of 2 percent. That's too slow to make much of a dent in unemployment and could prompt the Fed to take further action at its next meeting.

Iran criticizes U.S. over delayed Middle East atomic talks

VIENNA (Reuters) - Iran criticized the United States on Monday for announcing that talks on banning atomic arms in the Middle East would not take place as planned this year, accusing it of causing a "serious setback" to the nuclear Non-Proliferation Treaty (NPT).

The U.S. State Department said on Friday that the mid-December conference on creating a zone free of weapons of mass destruction would not occur and did not make clear when, or whether, it would take place.

Iran, which is accused by the West of developing a nuclear weapons capability, said this month it would participate in the meeting that had been due to take place in Helsinki, Finland.

Asked about the U.S. announcement, Iranian nuclear envoy Ali Asghar Soltanieh told state broadcaster Press TV from Vienna:

"It is a serious setback to the NPT and this is a clear sign that the U.S. is not committed to the obligation of a world free of nuclear weapons."

Even if the talks eventually occur, Western diplomats and experts expect little progress any time soon due to the deep-rooted animosities in the region, notably the Arab-Israeli conflict and Israeli concerns about Iran's nuclear program.

Washington feared the conference could be used as a forum to criticize its ally Israel - widely believed to be the volatile region's only nuclear-armed state - a concern only likely to have increased after eight days of fierce Israeli-Palestinian fighting that ended with a ceasefire last week.

Israel, which says say Tehran is the Middle East's main proliferation threat, had not said whether it would attend.

Iran and Arab states often say Israel's presumed nuclear arsenal poses a threat to Middle East peace and security.

The plan for a meeting to lay the groundwork for the possible creation of a Middle East free of weapons of mass destruction was agreed at a 2010 conference of 189 parties to the 1970 NPT, a treaty designed to prevent the spread of nuclear arms in the world.

Israel, which neither confirms nor denies having nuclear arms, is not a signatory.

U.S. and Israeli officials have said a nuclear arms-free zone in the Middle East could not be a reality until there was broad Arab-Israeli peace and Iran curbed its nuclear program, which Tehran says is for peaceful energy and research purposes.

Soltanieh, Iran's ambassador to the U.N. nuclear agency, said: "The U.S. has taken hostage this Helsinki conference for the sake of Israel ... they want to support the Israelis' nuclear weapon capability."

Some Western diplomats said they suspected that Tehran only agreed to attend the Helsinki talks once it had become clear they were likely to be postponed anyway.

The two other co-sponsors of the meeting together with the United States - Russia and Britain - signaled in separate statements at the weekend their hope for a delay to be as short as possible and that the talks could be held next year instead.

The U.S. State Department said it would keep working to try to bring about a meeting, adding such a gathering must take into account the security of all the states in the region and operate on the basis of consensus.

Some of the first birdlike creatures to emerge during the age of the dinosaurs probably couldn't get their heavy wings to take them off the ground, and they likely opted for gliding over flying, new research shows.

Modern flying birds have a single primary layer of easily separated long feathers covered with short ones ? a design that helps them overcome drag when taking flight. A new analysis of the fossils of two of their ancestors shows that the arrangement of feathers for primitive birds was quite different.

The birdlike dinosaurs Anchiornis huxley and Archaeopteryx lithographica had dense overlapping layers of wing feathers that were likely difficult to separate, the researchers found. Instead of lifting off from the ground, these creatures probably climbed trees and used their wings to glide from a height, the scientists said.

What's more, differences in the wing feathers of Archaeopteryx and Anchiornis appear to represent early evolutionary experiments in wing design, according to the researchers. For example, Archaeopteryx had multiple layers of long feathers, while Anchiornis had an abundance of simple feathers that overlapped like a penguin's, said study researcher Nicholas R. Longrich, a postdoctoral fellow at Yale.

Longrich's colleague Jakob Vinther, a former Yale doctoral student, now with the University of Bristol in the United Kingdom, said the fossil analyses add to an intricate picture of how feathers and modern birds evolved.

"We now seem to see that feathers evolved initially for insulation," Vinther explained in a statement. "More complex vaned or pinnate feathers evolved for display. These display feathers turned out to be excellent membranes that could have been utilized for aerial locomotion, which only very late in bird evolution became what we consider flapping flight."

The research was detailed today (Nov. 21) online in the journal Current Biology.

Vikings looking to put the squeeze on Bears QBs

The lasting image from the Bears' trip to San Francisco was 49ers defensive end Aldon Smith running amok.

And now Chicago's battered offensive line gets to face Jared Allen, Chad Greenway and the Vikings on Sunday at Soldier Field.

No, Minnesota (6-4) is not in San Francisco's class for creating mayhem with a physically imposing defense. But the way the Bears (7-3) are blocking ? make that NOT blocking ? for their quarterbacks, just about any team will be a major challenge, whether it's Jay Cutler back from a concussion, or backup Jason Campbell on the field.

"You're going to play a great team on their home field, a place that we've struggled at," Greenway said. "But this is a new year, a new team. And I think we're going to have a focus going in there that we're going to give ourselves a chance.

"It's going to take our best effort. It's going to take our best game of the year to win out there this week."

To get that win, the Vikings figure to emphasize their ace, Adrian Peterson, and the running game, while fitting in throws to Percy Harvin, who also is having a strong season. They must be careful not to fall victim to Chicago's ball-hawking defense, which did little against the 49ers, but otherwise has been brilliant. The Bears have seven interception returns for TDs and have forced 30 turnovers, the most in the league.

The Vikings don't get many takeaways, but they can get after quarterbacks. Allen has 13 sacks in eight games against the Bears, including 3 1/2 in last year's season finale.

Whichever defense sets the tone figures to swing things in its team's direction.

On Thanksgiving Day, Houston beat Detroit 34-31 in overtime to improve to 10-1, Washington held off Dallas 38-31, and New England was at the New York Jets.

Also Sunday, it's San Francisco at New Orleans; Green Bay at the New York Giants; Atlanta at Tampa Bay; Baltimore at San Diego; Pittsburgh at Cleveland; Denver at Kansas City; Seattle at Miami; Buffalo at Indianapolis; Oakland at Cincinnati; Tennessee at Jacksonville; and St. Louis at Arizona.

The Monday night game has Carolina at Philadelphia.

San Francisco (7-2-1) at New Orleans (5-5)

As intriguing as any game on the schedule for many reasons.

The 49ers could get back quarterback Alex Smith from a concussion, but with the way Colin Kaepernick performed in a rout of the Bears on Monday night, it's uncertain who will get the call from coach Jim Harbaugh.

Regardless, it's the San Francisco defense that could decide things. If the 49ers can put pressure on Drew Brees and the increasingly dynamic Saints offense ? Aldon Smith leads the NFL with 15 sacks ? they could control matters. But New Orleans has won three straight and five of six, and Brees could become the third player with 30 TD passes in five seasons.

Green Bay (7-3) at New York Giants (6-4)

The last time they met, New York eliminated a 16-1 Packers team from the playoffs. At Lambeau Field.

The Giants will need to rekindle the overwhelming pass rush that was decisive in that game, plus get Eli Manning back on track. He's struggled the last two weeks, both losses, and hasn't played particularly well in a month. A better running game also would help him.

Green Bay, though, has five straight victories and is tied with Chicago atop the NFC North. In his past seven games, Aaron Rodgers has 24 touchdowns, four interceptions and a 117 QB rating. There's a chance he could get back top receiver Greg Jennings from a torn abdominal muscle, too.

Atlanta (9-1) at Tampa Bay (6-4)

Atlanta lost for the first time two weeks ago, then needed to rally to beat Arizona. The Falcons have won six of the past seven meetings with the Bucs, but those were different Tampa teams. This one is as potent on offense as, well, Atlanta.

Buccaneers rookie Doug Martin already has rushed for 1,000 yards and seven touchdowns.

"Their rookie running back has had some really explosive games," Smith said. "It will be a challenge for us."

But covering Roddy White, Julio Jones and Tony Gonzalez will be a huge challenge for the Bucs.

Baltimore (8-2) at San Diego (4-6)

The Ravens will have star safety Ed Reed as they seek their fourth successive victory and eighth in nine games. His one-game suspension for illegal hits was overturned on appeal and instead he was fined $50,000.

Reed and the Baltimore defense haven't played close to the level of previous standards, but did have a strong performance in taking charge of the AFC North last week at Pittsburgh.

San Diego, loser of five of its last six, leads the NFL in throwing interceptions (14) as Philip Rivers struggles without much supporting talent compared to previous years.

Pittsburgh (6-4) at Cleveland (2-8)

Plax is back in Pittsburgh.

Unfortunately for the Steelers, the addition of wideout Plaxico Burress, who was without a team all season, doesn't offset the slew of injuries on offense. Ben Roethlisberger (shoulder, ribs), Antonio Brown (ankle), Jerricho Cotchery (ribs) and Byron Leftwich (ribs) have been sidelined, but Brown could return in Cleveland.

Fortunately for the Steelers, they have a trio of hefty running backs who have come through in Rashard Mendenhall, Jonathan Dwyer and Isaac Redman.

The Browns blew a 13-0 lead in Dallas last Sunday, another sign of their inexperience. They do play hard for coach Pat Shurmur, who is trying to save his job.

Denver (7-3) at Kansas City (1-9)

The Broncos have won five straight and have their sights on running the table, perhaps grabbing home-field advantage for a portion of the AFC playoffs, if not for the whole thing. Peyton Manning needs one victory, something he's likely to get against the collapsing Chiefs who have dropped seven in a row, to have the second most by a starter in league history. He would move ahead of his current boss, John Elway.

Manning is directing a precise offense, but Denver lost leading rusher Willis McGahee to a right knee injury. The Broncos' defense is getting superb play from Von Miller, who had three sacks last week for 13 this year.

KC leads the NFL in turnovers with 31 and has a minus-21 differential. Denver's minus-3 pales in comparison.

Seattle (6-4) at Miami (4-6)

One game after beating his former player at Southern Cal, Jets QB Mark Sanchez, Seahawks coach Pete Carroll goes against one of his Heisman Trophy winners, Reggie Bush. Well, Bush did win the Heisman, but gave it back after he was found guilty of NCAA violations.

Seattle's defense gets better and more physical each week, something Bush figures to learn Sunday. Bush has totaled 41 yards rushing over the past two games, part of a three-game skid, and even was benched in that span.

Buffalo (4-6) at Indianapolis (6-4)

Were the Colts exposed at New England last Sunday in their 59-24 defeat, or was it simply a case of Indy not being able to play with the big boys yet?

"Once you sit down and watch the film, the critiquing and the criticism, and once that happens, you sort of flush it and realize it's on to the next one," Andrew Luck said. "If this was the last one of the season and you're done, it would sting a lot more."

Luck has five 300-yard passing games to set an NFL mark by a rookie. His 2,965 yards passing are the most by an NFL rookie through 10 games.

Buffalo's defense awakened in a 19-14 victory against Miami, but still ranks 27th overall.

Oakland (3-7) at Cincinnati (5-5)

With two consecutive victories, the Bengals have revitalized their season. A schedule that includes San Diego, Dallas and Philadelphia after the Raiders has them salivating about their chances of making the postseason. Receiver A. J. Green has TD catches in nine straight games.

Oakland, loser of three in a row, has former Bengals QB Carson Palmer, the first overall draft pick in 2003 who still holds Cincinnati marks for career completion percentage (62.9) and passer rating (86.9). It will be Palmer's first time facing the Bengals since he forced a trade to Oakland last year for a first-round and second-round pick.

Carolina (2-8) at Philadelphia (3-7), Monday night

No, the NFL can't flex games to the prime-time broadcast on Mondays, so viewers are stuck with two of the league's biggest flops.

Carolina thought it would build off Cam Newton's sensational rookie season, but instead of sizzling it has fizzled.

No worse than the Eagles, though. Expected to be championship contenders, they have fallen apart, with sloppy play everywhere, particularly on the offensive line, in the secondary and at quarterback, where rookie Nick Foles could again get the nod ahead of Michael Vick, who is recovering from a concussion.

Tennessee (4-6) at Jacksonville (1-9)

Jacksonville had powerful Houston in trouble last Sunday, but couldn't put away the game. The 37 points for the Jaguars in that loss brought their season total to a measly 164. They will go with Chad Henne at quarterback with second-year starter Blaine Gabbert on injured reserve.

It looks like the Titans have fixed some of their defensive woes, and they come off a bye that followed a 37-3 romp in Miami, their best performance all season. Before that came their worst, a 51-20 thrashing at the hands of the Bears.

St. Louis (3-6-1) at Arizona (4-6)

Arizona was 4-0 when it journeyed to St. Louis and was beaten 17-3. Things have been downright ugly since for the Cardinals, who can't score, can't decide on a quarterback, and struggle against the run. A defense expected to excel has disappointed.

The Rams are maddeningly inconsistent, following a tie at mighty San Francisco ? a game they should have won ? with a flop against the Jets. Look for a steady diet of runs by Steven Jackson and Daryl Richardson.

ESPN to broadcast college football playoffs

NEW YORK (AP) ? The college football playoff system will be televised on ESPN for 12 years once it starts after the 2014 season, the network said Wednesday.

The title game will be played on a Monday, at least a week after the semifinals.

The deal is worth close to $500 million a year, a person with knowledge of the terms said. The person spoke on condition of anonymity because the fee had not been announced.

"Folks are going to love this playoff and the attention ESPN will give to it," BCS executive director Bill Hancock said in a statement.

ESPN's current four-year contract to air the Sugar, Orange and Fiesta bowls along with the BCS title game is worth about $125 million per year.

ESPN will own the rights to all six bowls involved in the four-team playoff system. Conference commissioners had decided that the two semifinals would rotate among those half-dozen sites; the four not involved each year will host major bowl games similar to the current BCS contests. The title game will be bid out each season through a separate process, as the Super Bowl is for the NFL.

There will be three "contract bowls" that offer automatic bids to particular conferences in years they don't host one of the semifinals: the Rose, Sugar and Orange. The network already had separate deals for the same 12-year period through the 2025 season for those games, which are affiliated with the Pac-12, Big 12, Big Ten, ACC and SEC.

The new agreement also gives ESPN the rights to the three "host bowls," which will feature at-large teams along with the top squad from the group of five conferences without ties to a contract bowl. The sites for the host bowls are still to be determined, though the most likely landing spots are the Fiesta Bowl in Glendale, Ariz., the Cotton Bowl in Arlington, Texas, and the Chick-fil-A Bowl in Atlanta.

Wednesday's agreement in principle includes rights for TV, radio, mobile, online and international.

"Because of college football's widespread popularity and the incredible passion of its fans, few events are more meaningful than these games," ESPN President John Skipper said.

For those who add their spent dregs to the compost bin, you can still do so in many of these applications once their mission has been accomplished.

What to do with coffee grounds

1. Soften skin

Exfoliate with a body scrub made of coffee grounds, coconut oil and a little brown sugar. Gently massage it on in the shower, rinse, be soft.

2. Please the flowers

Use coffee grounds as mulch for acid-loving plants ? roses, azaleas, rhododendrons, evergreens, hydrangeas and camellias. They like coffee grounds for the natural acidity and nutrients they add to the soil.

3. Sadden the ants

Sprinkle coffee grounds around areas of ant infestation to deter them.

?

4. Deter gastropods

Used grounds are said to repel snails and slugs, so sprinkle them in problem areas.

(AP) ? Making history twice within hours, President Barack Obama on Monday became the first U.S. president to set foot in Cambodia, a country once known for its Khmer Rouge "killing fields." He left behind flag-waving crowds on the streets of Myanmar, the once internationally shunned nation now showing democratic promise.

Unlike the visit to Myanmar, where Obama seemed to revel in that nation's new hope, the White House has made clear that Obama is only in Cambodia to attend an East Asia Summit and said the visit should not be seen as an endorsement of Prime Minister Hun Sen and the government he has led since the 1980s.

Indeed, Obama's arrival in Cambodia lacked the euphoria of his greeting in Yangon, Myanmar, where tens of thousands of people lined city streets to cheer the first American president to visit a country that had long been isolated from the West. "You gave us hope," Obama declared in Yangon.

In Phnom Penh, the sun was already setting by the time Air Force One landed. Small clusters of Cambodians gathered in the streets to watch the motorcade pass, but there was none of the outpouring that greeted Obama in Myanmar.

Speaking to a national audience from the University of Yangon, Obama offered a "hand of friendship" and a lasting U.S. commitment, yet a warning as well. He said the new civilian government must nurture democracy or watch it, and U.S. support, disappear.

The visit to Myanmar was the centerpiece of a four-day trip to Southeast Asia that began in Bangkok and will end Tuesday in Cambodia, where Obama will visit with Chinese, Japanese and Southeast Asia leaders in addition to attending the East Asia Summit.

Obama celebrated the history of what he was witnessing in Myanmar ? a nation shedding years of military rule, and a relationship between two nations changing fast.

"This remarkable journey has just begun," he said.

In a notable detour from U.S. policy, the president referred to the nation as Myanmar in his talks with President Thein Sein. That is the name preferred by the former military regime and the new government, rather than Burma, the old name and the one favored by democracy advocates and the U.S. government.

Deputy national security adviser Ben Rhodes said afterward that Obama's use of Myanmar was "a diplomatic courtesy" that doesn't change the U.S. position that the country is still Burma.

On his first trip abroad since his re-election earlier this month, Obama's motorcade sped him to the lakeside home in Yangon of longtime opposition leader Aung San Suu Kyi. He hugged her and lauded her as a personal inspiration. Suu Kyi spent most of the past 20 years in house detention at her home.

In remarks after their meeting, Suu Kyi echoed Obama's tone with an admonition of her own, one that could have been directed at her own ruling party as much as to the United States:

"The most difficult time in any transition is when we think that success is in sight," she said. "Then we have to be very careful that we're not lured by the mirage of success."

Rhodes said Obama was moved by the opportunity to visit Suu Kyi at her home ? and was pleased to see that she had prominently displayed a stuffed replica of the president's dog Bo in the house. Obama gave Suu Kyi the stuffed animal when she visited Washington earlier this year.

Crowds swelled at every intersection, yelling affectionately for Obama and his secretary of state, Hillary Rodham Clinton.

"You are the legend hero of our world," one banner read.

Obama spoke at a university that was once the center of government opposition, and his message was as much a call for Myanmar to continue in its promising steps as it was a tribute to democracy in general. He held up the United States as an example of its triumph and its imperfections.

Coinciding with the president's visit, the government of Myanmar announced further human rights steps to review prisoner cases and de-escalate conflicts in ethnic regions of the country.

But Obama urged even more, calling for a government where, as he put it, "those in power must accept constraints."

"The flickers of progress that we have seen must not be extinguished," Obama said in an address televised to the nation.

Rhodes said the president was moved by the throngs of people who lined the streets to greet him during the visit. The president made one unscheduled stop at the Shwedagon Pagoda. After seeing the pagoda as Air Force One approached Yangon, then seeing the outpouring of support from the citizens for whom the site means so much, Obama personally decided to make the unscheduled stop, Rhodes said.

As Obama arrived in Cambodia, he was dogged by concerns from human rights groups that have cast Hun Sen as a violent authoritarian and have voiced apprehension that Obama's visit will be perceived within Cambodia as validation of the prime minister's regime. But administration officials say Obama, when he meets with Hun Sen on Monday, will raise concerns about the government's human rights record.

Still, many Cambodians credit Hun Sen with helping the country emerge from the horrors of the 1970s Khmer Rouge reign, when systematic genocide left 1.7 million dead. Vietnam invaded and ousted that regime in 1979. By 1985, Hun Sen had become prime minister.

Republicans vow to get to the bottom of UN Ambassador Rice?s role in reporting what happened when the US consulate in Benghazi, Libya, was attacked on the anniversary of 9/11.

As the Obama administration?s first major spokesman following an attack that killed US Ambassador Christopher Stevens and three other embassy personnel, Ms. Rice left the impression that ?extremist elements? had joined a ?spontaneous protest? against an anti-Islam YouTube video that was roiling the region.

Although President Obama strongly defended Rice at his first post-election press conference last week ? suggesting his opponents should come after him if they have a problem ? Republicans aren?t letting up on Rice, reportedly at the top of Obama?s list to become Secretary of State when Hillary Clinton resigns as expected.

"She's going to have to come in and testify at some point, whether it's in a closed hearing or an open hearing," Sen. Saxby Chambliss, vice chairman of the Senate Intelligence Committee, said on "Fox News Sunday.?

Sen. Lindsey Graham suggests a strong political motive in Rice?s characterization of the attack, particularly when she added that the United States under Obama?s leadership had ?decimated al Qaeda.? Intelligence officials and the President later acknowledged that terrorists likely affiliated with al Qaeda had been part of the attack.

?The story she told helped reinforce the political narrative helpful to the president," Sen. Graham said on NBC's "Meet the Press" show. "I don't know what she knew, but I know the story she told was misleading.?

"Had the truth come out a few weeks before the election that our consulate in Benghazi had been overrun by an al Qaeda-sponsored, affiliated militia, that destroys the narrative we have been hearing for months that al Qaeda's been dismantled," Graham said.

Rep. Mike Rogers, chairman of the House Intelligence Committee,?suggests ? without providing any evidence ? that the administration changed the ?talking points? provided Rice before she appeared on five Sunday news shows five days after the attack at Benghazi.

?The intelligence community had it right, and they had it right early,? Rep. Rogers said on ?Meet the Press.??

In closed House and Senate hearings last week, former CIA Director David Petraeus indicated that US intelligence officials knew from the start that terrorists had carried out the attack, according to lawmakers who spoke with reporters after the hearings. But the retired Army four-star general could not ? or chose not to ? say how the initial talking points had been changed.

Democrats are pushing back against Republican charges in the matter.

Senate Intelligence Committee Chairwoman Dianne Feinstein acknowledges that one day after the Benghazi episode, ?Petraeus very clearly said that it was a terrorist attack.? But she says Rice was only able to speak ?publicly on unclassified speaking points.??

Officials have said that initial public statements (including Rice?s) used the word ?extremists? ? both to conceal intelligence-gathering sources and methods (so as not to reveal the terrorist groups it was tracking) and also because that was seen as the more inclusive word.

?There was only one thing changed, I?ve looked into it and I believe it to be fact, that was the word ?consulate? was changed to ?mission,?? Sen. Feinstein said on ?Meet the Press.? ?That?s the only change that anyone in the White House made, and I have checked this out.?

?What has concerned me about this is really the politicization of a public statement that was put out by the entire intelligence committee, which Susan Rice, on the 16th, who was asked to go before the people and use that statement, did,? Feinstein added. ?She was within the context of that statement, and for this, she has been pilloried for two months.?
