Higher oil prices boost Exxon 4Q profit 2 percent

(AP) ? Exxon Mobil Corp.'s fourth-quarter profit rose 2 percent as higher oil prices made up for a drop in production.

Benchmark crude prices rose 10.3 percent in the final three months of 2011.

That helped Exxon post net income of $9.4 billion, or $1.97 per share, in the fourth quarter, matching Wall Street expectations. It made $9.25 billion, or $1.85 per share, a year earlier.

Revenue rose 15.6 percent to $121.6 billion in the latest quarter.

The world's largest publicly traded oil company has seen production decline even after spending a record $36.8 billion last year in search of new sources of crude and natural gas.

Exploration projects can take years to yield new production. And some of Exxon's biggest investments recently have been in U.S. natural gas fields, which so far haven't paid off because gas prices have dropped to their lowest level in a decade. Oil and gas production fell 8.8 percent in the fourth quarter compared with the same period last year.

For the full year, Exxon's net income rose 34.8 percent while revenue rose 26.9 percent.

Last week, Chevron Corp. said profits slipped 3.2 percent. ConocoPhillips reported a 66-percent increase in quarterly earnings, though much of that came from the sale of a pipeline and other assets. Royal Dutch Shell expects to report its financial results later this week.

Exxon shares fell by 99 cents, or 1.2 percent, to $84.50 in premarket trading.

Gingrich making final push for Fla. primary votes (AP)

ORLANDO, Fla. ? Undeterred by sagging poll numbers, Republican presidential candidate Newt Gingrich is set to make a final appeal for support as voters in Florida go to the polls Tuesday.

The former House speaker is scheduled to do a blitz of local television interviews and to swing by polling places in Orlando, Lakeland and Celebration. He'll also stop by Fred's Southern Kitchen in Plant City.

Gingrich is hoping to disprove polls that show him trailing rival Mitt Romney.

The two are locked in a fierce fight for their party's nomination. Gingrich entered Florida following a comeback win in South Carolina. But after he was hammered by a barrage of ads from Romney, his support in Florida eroded.

Gingrich has continued to portray himself as the anti-establishment candidate, despite having spent two decades in Congress and four years as House speaker.

He has suggested that Romney's campaign is "pathetic," one based not on vision but on tearing his opponents down. He has called Romney's attacks dishonest.

Police focus on SUV in fatal N. Calif. train crash (AP)

SACRAMENTO, Calif. ? Investigators on Sunday were trying to determine what motivated the driver of a sport utility vehicle to ignore a downed crossing arm and flashing lights and pull the vehicle into the path of an oncoming commuter train in Sacramento.

Three died after the Saturday afternoon collision south of downtown, including a 21-month-old boy.

One of the four people inside the Nissan Pathfinder remained in the hospital Sunday at the University of California, Davis Medical Center in Sacramento, where she was being treated for serious injuries.

Authorities also were trying to sort out the relationships of those involved and were not releasing their identifications.

In addition to the toddler, the dead included a 25-year-old woman and a 62-year-old man, who was ejected from the Pathfinder when it was struck by the southbound light rail train traveling at 55 mph shortly after 4 p.m. The impact pushed the SUV about 30 yards down the track and flipped it.

Officer Laura Peck, a spokeswoman for the Sacramento Police Department, said the woman taken to the hospital was the man's wife.

Investigators and officials with the Sacramento Regional Transit District said video from cameras mounted on the intersection showed the SUV drive around the crossing arms just before impact. That video and other pictures captured by a camera mounted on the train are part of the investigation and were not being released publicly, Peck said.

Witness accounts appear to support the video evidence that the crossing arms were down and warning lights were flashing when the SUV tried to get across the tracks.

Davis resident Ravin Pratab, 42, was in a car that was waiting to cross the tracks when he said he heard a loud bang and then "saw a light-rail train heading south with a big truck smashed on it."

Authorities said six of the roughly 50 passengers on the light rail train were taken to local hospitals but had only minor injuries.

On Sunday, the tracks were cleared and the intersection was open, with no sign of the previous day's collision. A white teddy bear was placed at the base of the pole holding the crossing arm, on the same side of the tracks where the SUV had been before it attempted to cross.

Regional transit officials said trains were operating on their regular schedule after a section of track was repaired Saturday night.

One question investigators are trying to answer is the length of time the crossing arms were down. The light rail train passed through the intersection after two Union Pacific freight trains, going in opposite directions and using different tracks, had passed by.

Neither Peck nor a spokeswoman for the transit district said they knew the length of the interval between the time the freight trains cleared the intersection and the commuter line came through. The light rail system has its own dedicated tracks.

Drivers in Sacramento often can wait up to 10 minutes for a freight train to pass, then might have to wait several minutes more because of an approaching light rail train. The extended wait times can be a source of irritation ? and missed appointments ? in California's capital.

Alane Masui, a spokeswoman for the Sacramento Regional Transit District, said Sunday that determining the length of time the crossing arms were down and the interval between the trains was part of the ongoing investigation.

Sacramento's light rail system, started in 1987, carries an average of 50,000 passengers a day. On weekdays, it's packed with those commuting between the suburbs and state government jobs downtown.

Masui could not immediately say whether Saturday's collision was the deadliest in the system's history or how many collisions between light rail trains and vehicles had occurred in the past.

Newt Gingrich 2012: Republican Insiders Rise Up To Cut Candidate Down To Size

ORLANDO, Fla. -- Republican insiders are rising up to cut Newt Gingrich down to size, testament to the GOP establishment's fear that the mercurial candidate could lead the party to disaster this fall.

The gathering criticisms are bitingly sharp, as if edged by a touch of panic, a remarkable development considering the target once was speaker of the House and will go down in history as leader of the Republicans' 1994 return to power in Congress. The intended beneficiary is Mitt Romney, a once-moderate Massachusetts governor whom many rank-and-file Republicans view with suspicion.

"The Republican establishment might not be wild about Mitt Romney, but they're terrified by Newt Gingrich," said Dan Schnur, a former GOP campaign strategist who teaches politics at the University of Southern California.

The anti-Gingrich statements have come from conservative columnists, talk show hosts including Ann Coulter, former Reagan administration officials and others. One of the harshest was written by former Sen. Bob Dole, the party's 1996 presidential nominee.

"I have not been critical of Newt Gingrich but it is now time to take a stand before it is too late," Dole wrote in the conservative magazine National Review. "If Gingrich is the nominee it will have an adverse impact on Republican candidates running for county, state, and federal offices."

As speaker from 1995 through 1998, Gingrich "had a new idea every minute and most of them were off the wall," Dole wrote. He said he struggled against Democrats' TV attacks in his 1996 campaign, "and in every one of them, Newt was in the ad."

Gingrich has reacted unevenly to the accusations, sometimes denouncing them, other times wearing them like a badge of honor.

"The Republican establishment is just as much as an establishment as the Democratic establishment, and they are just as determined to stop us," he told a tea party rally Thursday in central Florida.

The crowd cheered. But lingering near the back was an example of how the Romney campaign is taking advantage of the whacks at Gingrich: GOP Rep. Jason Chaffetz of Utah. Chaffetz is beloved by many conservatives, and he goes from one Gingrich event to another to tell reporters why he thinks Romney would be a stronger challenger against President Barack Obama in the fall.

Gingrich aide R.C. Hammond confronted Chaffetz on Friday at an event in Delray, Fla., noting that some Republican officials criticize such shadowing tactics. Chaffetz defended his presence, saying Gingrich has vowed to show up everywhere Obama campaigns this fall, if several hours later.

Romney has drawn other high-ranking surrogates, with mixed results. South Carolina Gov. Nikki Haley annoyed some of her tea party supporters when she campaigned throughout her state for Romney, who lost to Gingrich by 12 percentage points.

It's unclear whether the anti-Gingrich push is driving a new wedge between establishment Republicans and anti-establishment insurgents such as the tea partyers.

"We don't like the Republican establishment anyway," said Mark Meckler, a Californian and co-founder of Tea Party Patriots. He said tea partyers are heavily focused on state and local races, and are wary of getting drawn into the presidential quarrels.

After all, Meckler said, "it's not as though Newt Gingrich hasn't been part of the Republican establishment."

Many other conservative activists also noted Gingrich's long history as a Washington insider, including 20 years in Congress and 13 as a well-paid consultant, writer and Fox News commentator. His history complicates his efforts to rally angry, working-class Republicans who feel that an "elite" cadre of officials, journalists and others look down on them.

"He's in one sense attacking the establishment he says he helped lead," said John Feehery, a former top House GOP aide who contends the tea party's influence is often overstated. The chief complaints about Gingrich focus more on his personality than his politics, which are hard to nail down, Feehery said.

The most damaging criticisms have come from former friends and colleagues who worked closely with him in Congress. It's Gingrich's egotistic behavior, more than ideology, that is driving the attacks, Feehery said.

Among those defending Gingrich are Sarah Palin, the 2008 vice presidential nominee who is admired by many tea partyers.

"Look at Newt Gingrich, what's going on with him via the establishment's attacks," Palin said this week on Fox Business Network. "They're trying to crucify this man and rewrite history and rewrite what it is that he has stood for all these years."

Palin and Rep. Michele Bachmann, who dropped out of the presidential race, are tea party favorites with minimal experience in Washington and in top GOP circles. Gingrich is trying to tap the sense of resentment among their followers. But his long and complicated Washington record and reputation for intra-party quarrels seem to leave some tea partyers unimpressed.

"It's truly a shame that this is where the Republican establishment has chosen to focus their energy," said Marianne Gasiecki, a tea party activist in Ohio. She added, however, that political activists should focus on congressional races. "If we have a conservative House and Senate," she said, "the power of the president is really insignificant."

As Gingrich's broadcast ads in Florida become more pointed, prominent Republicans are chiding him without endorsing Romney or any other candidates. Gingrich stopped running a radio ad that called Romney anti-immigrant after Sen. Marco Rubio, R-Fla., said it was unfair and damaging to the party.

So long as party insiders' complaints about Gingrich focus on his personality and quirks, the GOP can postpone a more wrenching debate about ideology, which may be in store if the once-moderate Romney is nominated. For now, conservative stalwarts seem determined to depict Gingrich as too erratic to be the party's standard bearer, let alone president.

Columnist Charles Krauthammer told Fox News: "Gingrich isn't after victory, he's after vengeance." He added: "This is Captain Ahab on the loose."

Some Republican voters are pushing back. "I want so badly to be for Gingrich, and I'm not going to be bullied out of my vote," said Barb Johnson, 52, who attended the tea party rally in Mount Dora, Fla., on Thursday. "I like his strong presence."

Florida's primary is Tuesday.

NASA study solves case of Earth's 'missing energy'

ScienceDaily (Jan. 27, 2012) ? Two years ago, scientists at the National Center for Atmospheric Research in Boulder, Colo., released a study claiming that inconsistencies between satellite observations of Earth's heat and measurements of ocean heating amounted to evidence of "missing energy" in the planet's system.

Where was it going? Or, they wondered, was something wrong with the way researchers tracked energy as it was absorbed from the sun and emitted back into space?

An international team of atmospheric scientists and oceanographers, led by Norman Loeb of NASA's Langley Research Center in Hampton, Va., and including Graeme Stephens of NASA's Jet Propulsion Laboratory in Pasadena, Calif., set out to investigate the mystery.

They used 10 years of data -- spanning 2001 to 2010 -- from NASA Langley's orbiting Clouds and the Earth's Radiant Energy System Experiment (CERES) instruments to measure changes in the net radiation balance at the top of Earth's atmosphere. The CERES data were then combined with estimates of the heat content of Earth's ocean from three independent ocean-sensor sources.

Their analysis, summarized in a NASA-led study published Jan. 22 in the journal Nature Geosciences, found that the satellite and ocean measurements are, in fact, in broad agreement once observational uncertainties are factored in.

"One of the things we wanted to do was a more rigorous analysis of the uncertainties," Loeb said. "When we did that, we found the conclusion of missing energy in the system isn't really supported by the data."

"Missing Energy" is in the Ocean

"Our data show that Earth has been accumulating heat in the ocean at a rate of half a watt per square meter (10.8 square feet), with no sign of a decline," Loeb said. "This extra energy will eventually find its way back into the atmosphere and increase temperatures on Earth."

Scientists generally agree that 90 percent of the excess heat associated with increases in greenhouse gas concentrations gets stored in Earth's ocean. If released back into the atmosphere, a half-watt per square meter accumulation of heat could increase global temperatures by 0.3 or more degrees centigrade (0.54 degree Fahrenheit).

Loeb said the findings demonstrate the importance of using multiple measuring systems over time, and illustrate the need for continuous improvement in the way Earth's energy flows are measured.

The science team at the National Center for Atmospheric Research measured inconsistencies from 2004 and 2009 between satellite observations of Earth's heat balance and measurements of the rate of upper ocean heating from temperatures in the upper 700 meters (2,300 feet) of the ocean. They said the inconsistencies were evidence of "missing energy."

Other authors of the paper are from the University of Hawaii, the Pacific Marine Environmental Laboratory in Seattle, the University of Reading United Kingdom and the University of Miami.

Information from Australian PM's aide led to clash

(AP) ? A clash between protesters and Australian police that forced bodyguards to rush Prime Minister Julia Gillard out of an event appears to have been set off by information released by one of Gillard's own aides.

The aide has been fired. Gillard's office said Friday that a member of her media unit told someone that opposition leader Tony Abbott would be at Thursday's event in Canberra, the capital. A spokesperson said in a statement that the information was passed on to indigenous-rights protesters who were demonstrating nearby.

The protesters were angry about recent comments Abbott made about their movement, and about 200 of them surrounded the restaurant where he and Gillard were. Gillard stumbled as she was rushed out and lost a shoe, which the protesters picked up.

Gillard's office said that although the staff member had not suggested or encouraged violence or demonstration, the release of the information was "an error of judgment."

Abbott told Sky News on Saturday that Gillard must reveal exactly what the fired staffer said, and to whom. He called it a "serious security breach" and an apparent attempt to "trigger something potentially dire for political advantage."

"Trouble was triggered and it seems that someone from the prime minister's office had a very big hand in all of that," he said.

Michael Outram, national manager of protection for the Australian Federal Police, said police may file charges against some of the protesters. Protest leaders denied doing anything wrong, accused the police of manhandling protesters and said they planned to lodge a complaint against the officers involved.

About 200 indigenous-rights supporters marched on the nation's Parliament House on Friday, burning an Australian flag in front of a wall of police and carrying signs with messages such as "All cops are bastards." No one was hurt and the protesters left minutes later.

The restaurant where Thursday's clash occurred is close to the so-called Aboriginal Tent Embassy, where the protesters had demonstrated peacefully earlier in the day. That long-standing, ramshackle collection of tents and temporary shelters is a center point of protests against Australia Day, which marks the arrival of the first fleet of British colonists in Sydney on Jan. 26, 1788. Many Aborigines call it Invasion Day because the land was settled without a treaty with traditional owners.

The Tent Embassy celebrated its 40th anniversary on Thursday, and Abbott had earlier angered activists by saying it was time the embassy "moved on." Abbott said Friday that his comment had been misinterpreted, and that he never meant to imply the embassy should be torn down.

The blue suede shoe Gillard lost was handed to a security guard at Parliament House late Friday and taken to her office.

Since their first appearance on "Keeping Up With the Kardashians" in 2007, Kendall and Kylie Jenner have become stars in their own right, thanks to lucrative modeling campaigns and a thriving teen fashion empire.

When Us Weekly spoke to their father Bruce Jenner at the Performance 3D demonstration in NYC Monday, the 62-year-old Olympian admitted his girls' careers are so busy they may not pursue higher education.

Paramount became the first studio to offer UltraViolet-based movies this week, with the launch of Paramount Movies. With this new service, users can purchase a film in either digital or physical form, and automatically store a copy of it within Paramount's cloud-based digital locker. You won't be able to download a UV film for offline viewing directly from the cloud, though you will be able to stream it to any iOS device (support for Android and Windows Phone remains unavailable, as does compatibility with most set-top boxes). It's all part of DECE's "buy once, play anywhere" ethos, though it should be noted that the studio's UV offerings are somewhat limited. Geithner: Obama won't ask me to stay in next term (AP)

WASHINGTON ? Timothy Geithner said Wednesday that he doesn't expect to serve a second term as Treasury secretary. He said he doesn't think President Barack Obama would ask him to remain if Obama won re-election.

"He's not going to ask me to stay on, I'm pretty confident," Geithner said in a Bloomberg Television interview. "I'm also confident he's going to have the privilege of having another Treasury secretary."

Geithner is the only remaining top official on Obama's original economics team. He had considered leaving in August after the congressional battle over raising the debt was resolved. Obama asked him to reconsider and remain in the Cabinet, and Geithner did.

Geithner helped lead the administration's response to the 2008 financial crisis. He has been a frequent target of criticism during his three years at Treasury. Some have accused him of siding too closely with Wall Street in the government bailout of the financial system. Republicans have said he did little to help the economy recover from the financial crisis and recession.

But he also received praise for his leadership in getting a sweeping financial overhaul through Congress and in the efforts he made to stabilize the financial system.

In the interview, Geithner offered no hints of what he might do after leaving the administration.

"I'm very fortunate," he said. "I work with tremendously talented people, and this is one of the most important times in modern history to be in the world of economic policy and finance. And I work for a great president, who I believe in."

It's typical for Cabinet secretaries to leave after one presidential term.

heroes or hitchhikers role play anyone?

Well, I just finished reading Mostly Harmless, and I got to thinking... Would anyone want to do a RP based of the incredibly awesome series by douglas adams' The Hitchhikers guide to the Galaxy? It would be really awesome because of how random everything in the series is. Stuck at a plot point that just won't move along? The vogons just appeared with sole purpose of destroying our shoes. They don't know why, but it's their job. If you want to know why you'll have to fill out a form.

So, anyone interested?

My other Idea is a Rp to continue the story of Heroes (the TV series) with an entirely new cast of characters. If you have any interest in either of these ideas let me know.

News Corp hacking tabloid misled UK police (Reuters)

LONDON (Reuters) ? Journalists from the News of the World tabloid misled police after hacking the mobile phone of murdered schoolgirl Milly Dowler, action which sparked a scandal engulfing News Corp, a letter from police published on Monday said.

Surrey Police said reporters had lied to police after hacking into Dowler's voicemail messages in 2002 and put pressure on detectives working on her case.

The paper, part of News International, the British arm of Rupert Murdoch's media empire, had demanded answers after claiming it had information Dowler had contacted a recruitment agency, the force said.

One of its reporters had claimed the tabloid had got Dowler's mobile phone details from school children, while the letter discloses someone had called the agency pretending to be Dowler's mother.

It later emerged a message from the agency had mistakenly been left on Dowler's phone because they had the wrong number on their files.

The force dismissed speculation that information published by the News of the World (NOTW) had come from collusion between detectives and the paper.

"The NOTW obtained that information by accessing Milly Dowler's phone," Surrey's Assistant Chief Constable Jerry Kirkby wrote in a letter to lawmakers investigating phone-hacking.

It was the revelation by the Guardian newspaper last July that the tabloid's reporters had illegally accessed the voicemail of missing Dowler, who was later found murdered, which caused the phone-hacking to hit the headlines amid widespread public revulsion.

News Corp took the drastic step of shutting down the 168-year-old paper, pulled its plan to take full control of Britain's highly profitable satellite broadcaster BSkyB and Murdoch also personally donated 1 million pounds ($1.6 million) to charities nominated by the Dowler family.

News International also paid the family a further 2 million pounds for behavior Murdoch described as "abhorrent."

"The interception of Milly Dowler's phone was shocking and totally unacceptable," a News International spokeswoman said on Tuesday.

"The abhorrent nature of what was discovered to have happened at the News of the World ultimately led to its closure last year," she added.

In a twist to the Dowler story last December, police said there was no evidence about a central claim in the original Guardian story that News of the World journalists had deleted voicemails, which had given her parents false hope she was still alive.

An inquiry set up by Prime Minister David Cameron into newspaper practices in the wake of the furor heard that the most likely explanation was that the voicemails had been automatically removed after a 72-hour limit.

NO ACTION

The letter from Surrey Police to parliament's Culture, Media, and Sport Committee made no reference to this or why the police had not taken action earlier if it knew her phone had been hacked by the paper.

Instead, Kirkby merely provided details of police dealings with the News of the World in early 2002 during the search for teenager Dowler.

Murdoch's News International had claimed for years that the hacking of voicemails to generate stories was limited to a single "rogue" reporter who went to jail for the crime in 2007.

"Surrey Police have not explained why they did not investigate that deception in 2002," Mark Lewis, the Dowler family lawyer said. "No thought seems to have been given to the effect on the Dowler family."

Names of those on the paper involved were redacted as London police are conducting three criminal investigations into phone-hacking, but the letter implied several reporters could have been involved.

Kirkby said his letter detailed Surrey Police's "present understanding" and a full internal probe into the hacking of Dowler's phone was not yet complete.

Last Thursday, News International settled a string of legal claims from 36 people including celebrities and politicians over phone-hacking, although it said the payouts were not an admission its management knew about the practice or covered it up.

LG X3 supposedly leaks, to challenge HTC Edge as first quad-core phone?

Your next tablet is going to rock a quad-core chip, so why not stuff that same silicon into your next phone too? Per PocketNow, that's apparently what LG has up its sleeve with the forthcoming X3. Evidently, the four-core Tegra 3 device will also tote a 1280 x 720 4.7-inch display, 16GB of storage, Ice Cream Sandwich and NFC all in a svelte 9mm package. The whispers didn't stop there, of course, indicating it'll also wield 21Mbps HSPA support coupled with 802.11b/g/n WiFi and Bluetooth 4.0. So will the X3 be the world's first quad-core phone, much in the vein of LG's G2X that preceded it? Or will it be beaten to the punch by HTC and Samsung? Here's to hoping we'll find out at MWC.

Zynga mulls online gambling market (AP)

SAN FRANCISCO ? Zynga, the social game company known for "FarmVille" and "Zynga Poker," is mulling a new market ? online gambling.

Zynga Inc. confirmed Friday that it is in active talks with potential partners. San Francisco-based Zynga says it is speaking to the potential partners in order to "better understand and explore" the opportunity in online gambling involving real money.

The company's "Zynga Poker" title is the world's largest online poker game. Zynga says seven million people play every day and 30 million do so each month. That game, however, is played with fake money.

The talks come in the heels of a recent ruling by the U.S. Justice Department, which found that in-state Internet gambling does not violate federal law. Zynga's talks were first reported by the tech blog AllThingsD.

Verizon Wireless, partners resist Sprint, DirecTV (Reuters)

NEW YORK (Reuters) ? Verizon Wireless and its cable partners are willing to give U.S. communication regulators confidential details of their agreement but objected to a request for information from Sprint Nextel (S.N), DirecTV (DTV.O), T-Mobile USA and others.

Verizon Wireless has announced it would spend almost $4 billion to buy wireless spectrum from the cable companies as part of broader agreements that include formation of a joint venture and cable operator resale of wireless services.

Spectrum sales need approval from the Federal Communications Commission because it regulates the transfer of a spectrum license.

Since the Verizon Wireless agreement with cable operators, including Comcast (CMCSA.O) and Time Warner Cable (TWC.N), is much broader than a spectrum sale, its rivals and consumer advocacy groups asked for details of the other elements of the deal.

"Without the ability to review the larger transaction in its entirety, it is impossible to assess whether there will be public interest harms associated with this proposed transfer," they wrote in a Wednesday letter to FCC Chairman Julius Genachowski.

They asked Genachowski for help in "acquiring the information necessary to adequately evaluate the proposed transactions and relationships" so they could give the FCC its comments on the deal.

However, in a meeting last week with the FCC, Verizon Wireless and its partners argued that commercial agreements do not need FCC approval and "have no bearing on whether the spectrum sale is in the public interest" so they do not need to be part of the FCC review.

Privately held cable provider Cox Enterprises outlined the details of the meeting in a filing dated Wednesday with the FCC.

The partners also told the FCC that the spectrum license agreement and the commercial agreements "are not contingent upon each other" so either could go ahead even if the other were not approved, according to the filing.

They said they would provide the FCC with details about the commercial agreement on a confidential basis to help with the review process even though they did not believe it was obliged to do so.

Verizon Wireless, a venture of Verizon Communications (VZ.N) and Vodafone Group Plc (VOD.L), also said that the commercial arrangements are a separate transaction unrelated to the spectrum purchase that is being reviewed by the FCC.

The Justice Department is looking into the antitrust implications of the deal, focusing on the marketing arrangements.

Europeans fear Iran oil embargo will wreck economy (The Christian Science Monitor)

Madrid ? The European Union is poised to ban Iranian oil imports, even as critics warn the move could bring deep economic pain to the continent while doing little to change the course of the Iranian nuclear program.

Iran is playing a game of political chicken with the EU and US. Iran loses if it can't sell its oil.  But its leaders are calculating that the tight oil market and a weak global economy will prevent the West from being able to persuade others to join their embargo, allowing Iran to simply find new customers. The outcome is completely uncertain, but it will have a substantial impact on the global economic recovery.

On Jan. 23, The EU's foreign ministers are expected to officially approve an embargo on Iranian oil after agreeing in principle to the move earlier this month. They'll likely agree to enforce the import ban from July, in order to give countries time to make alternate import arrangements ? a middle ground between the three months delay that some want and the 12 months others prefer. The more Iranian oil each EU member relies on, the less enthusiastic they are about quick implementation, say EU and Spanish officials and the International Energy Agency, which advises OECD countries on energy issues.

EU leaders have gradually warmed to the idea of targeting Iran?s oil industry ? which contributes about half of the Islamic Republic?s budget ? in hopes of compelling its leaders to forgo uranium enrichment that could eventually be used to develop nuclear weapons. So far, Iranian leaders have only grown more defiant in response to more pressure. 

The oil embargo is just one facet of a complex game and passionate tit-for-tat threats from Iran and the US, Europe, and Israel that will have a dramatic impact on global supply lines. Iran recently threatened to close the Strait of Hormuz, a critical waterway for oil shipments from the Persian Gulf. Blocking the Strait, through which about 20 percent of the world's oil passes, would trigger a supply crisis. The US has warned such a move would prompt a military response. 

The oil industry sees little chance of war, but it does fear further escalation of the protracted diplomatic standoff between Iran and the West, which could prolong economic uncertainty, cause oil prices to rise, and lead to further instability in the Middle East and oil markets. 

The economic costs stand to be significant at a time when Europe can least afford it ? so why is Europe doing this? ?The end game in this policy course is not to minimize the price of oil, but to prod Iran into a different policy,? says Harry Tchilinguirian, the head oil market analyst of France's BNP Paribas, one of the world?s biggest banks.

It will 'backfire'?I don?t know why Europe is going along with this. Europeans have been more balanced than the US, but somehow they have become more emotional. [Joining the embargo] will backfire,? says Iraqi Manouchehr Takin, a senior oil markets analyst with the London-based Center for Global Energy Studies who spent almost a decade in the secretariat of the Organization of the Petroleum Exporting Countries (OPEC). The embargo could end up hurting the EU more than Iran.

?Those who will suffer are refiners in Europe, especially those in countries in financial problems like Italy, Spain, and Greece,? says Dr. Takin. The three buy three quarters of the Iranian crude purchased by the EU and are the ones pushing for a delayed embargo so that they have time to find alternative sources for affordable oil.

The EU was Iran?s biggest client, buying nearly a quarter of its exports between January and October 2011, according to the figures released Wednesday by the IEA. China bought 22 percent and India 12 percent. [Editor's note: This sentence was edited to correctly reflect the date of the IEA figures.]

But oil is fungible, meaning it can be moved around easily and on short notice. In fact, the US and European pressure has already caused changes in oil import-export patterns in the last two quarters. OECD countries have been ?aggressively seeking alternative supplies, especially [from] Saudi Arabia,? according to the IEA, and while they still buy more than half of Iran?s oil, Iranian oil shipments are increasingly heading toward non-OECD Asian buyers.

However, OPEC would be simply unable to offset Iranian crude supplies for a long time. Even with Libya?s production increasing and slowing growth in demand for oil as a result of the economic crisis, the realistic global spare oil production capacity is less than 2.9 million barrels per day ? 40 percent less than in 2010,  a dangerously small cushion going forward as emerging economies continue to expand and the developed world returns to growth. 

Embargo support losing steamOutside the EU, support for the embargo is waning. Japan backtracked on its early support, with Prime Minister Yoshihiko Noda overruling the finance minister, who initially said Japan would cut imports.

?We do understand that we need to maintain sanctions, but they must be carried out effectively,? said Foreign Minister Koichiro Gemba. ?What's going to happen if oil prices surge is that sanctions will not be effective,? Gemba said. The higher oil prices get, the more money Iran has, while having ?an adverse effect not only on the Japanese economy but also the entire global economy.?

India and China ? which import 12 percent and 22 percent of Iranian oil respectively ? have also balked at an embargo for unrelated contractual differences.

If the EU decision is not backed by other major importers of Iranian oil ? Japan, China, India, and South Korea ? it will cause only a temporary disturbance while Iran finds new buyers for the oil that previously went to Europe, says Mr. Tchilinguirian.

?If you add other major importers than the opportunity for alternative oil grows scarce, at which point available supply is not sufficient,? he said. 

Furthermore, a partial embargo also helps other US antagonists with oil supplies, such as Russia and Venezuela. Global prices have already climbed more than $10 a barrel since the EU first signaled its intentions late last year and the IEA and analysts concur that prices will continue climbing  because of the Iran standoff.

?Iran might lose part of its customers for a few months until it adjusts, but higher prices will compensate,? Dr. Takin said.
